§ Mr. MacGregorasked the Minister for the Civil Service what will be the total addition to Civil Service staff costs in 1977–78 of the Chancellor of the Exchequer's increase of 2 per cent, on employers' national insurance contributions; and whether it is the Government's intention that this will be met through an increase in the appropriate cash limit blocks or through a reduction in numbers employed.
