My right hon. Friend has undertaken to consult the local authority associations and other bodies concerned before settling the full details of the new control system. I cannot anticipate the outcome at this stage, but my right hon. Friend has made it clear that available resources will be concentrated much more selectively than before on meeting the needs of stress areas.
