(2) how many local housing authority areas contain a higher percentage of dwellings lacking one or more of the basic amenities of exclusive use of hot water, a bath and inside WC, than the percentage in the district of Walsall; and how many of these authorities awarded more improvement grants per 1,000 dwellings than Walsall in each of the years 1972 and 1975.
