MorrisIt is estimated that about £60 million will be added to the Civil Service labour costs in the financial year 1977–78 by the proposed increase in the employer's share of the national insurance contribution. Departmental budgets will make allowance for the extra contributions at whatever level of staffing is agreed for that year.
