§ Mr. LuardIt is a long-accepted practice for some Foreign and Commonwealth Office background material to be made available to a variety of nongovernmental organisations with a serious interest in foreign, Commonwealth and disarmament affairs. The Institute for the Study of Conflict, to whose publications a number of foreign Governments subscribe, is one of them, but I am reviewing this arrangement to see whether it should be continued.
