asked the Lord President of the Council what was the average monthly loss made by the catering department over the past year; and to what factors he attributes this loss.

The average monthly loss for the period 25th May 1975 to 28th May 1976 was £24,472. Some of the reasons for the losses made by the Refreshment Department are suggested in the report of the Comptroller and Auditor General on the accounts of the Refreshment Department, and in the Report of the Committee of Inquiry chaired by my hon. Friend the Member for Bethnal Green and Bow (Mr. Mikardo) which was published last week.
