asked the Secretary of State for Northern Ireland what progress has been made with designing a new procedure for complaints against the police.

I hope shortly to be able to publish a proposal for legislation. As indicated in the reply given to my hon. Friend the Member for Islington, North (Mr. O'Halloran) on 14th May, the proposal will embody provisions for the introduction of an independent element into the procedure, similar to that proposed for England and Wales.—[Vol. 911, c. 292–3.]
