Mr. Arthur Lewis

asked the Secretary of State for the Home Department (1) whether he will explain why, in view of the evidence contained in his letter to the hon. Member for Newham, North-West dated 15th July, he is extending the stay in the United Kingdom of the person mentioned;

(2) why he has allowed an individual about whom he has been in contact with the hon. Member for Newham, North-West, to remain in the United Kingdom in view of the facts known to his Department, namely: (a) that the individual was admitted as a visitor in July 1971, (b) that there have been four extensions to stay up until 31st August 1975, (c) that he vanished and when deportation papers were issued he reappeared and was again given permission to stay, (d) that he has now been given further permission to stay if he goes on a course next September; and how many cases of a similar nature have occurred during the past few years.

The background was fully set out in correspondence with my hon. Friend. I repeat that I consider it right in all the circumstances to allow the person concerned to complete the course of studies which he had been pursuing for some time. It is a matter of subjective judgment whether circumstances of this case are similar to those of any others; the information requested in the lást part of the second Question is not, therefore, available.

asked the Secretary of State for the Home Department in view of the letter sent to him on 17th July by the hon. Member for Newham, North-West, what action he has taken or intends to take to deport the man referred to in this letter.
