asked the Secretary of State for Education and Science whether it is his policy that comprehensive schools should have sixth forms.

It is my right hon. Friend's policy that pupils aged 16 and over should be provided for within a comprehensive system of education. There are several possible patterns which may fulfil this aim, some of which include the transfer of pupils at 16 to sixth form or other colleges or to other schools. The pattern to be adopted in any area is a matter for the local education authority and the governors of voluntary schools, subject to my right hon. Friend's approval under Section 13 of the Education Act 1944, as amended. He takes into account both educational considerations and the need to make the best uses of resources.
