§ Mr. Charles R. MorrisUnified grading was introduced down to Under-Secretary level in January 1972. Since then, in accordance with the recommendation in March 1972 of the Joint Official/Staff Side Committee on the Fulton Report, work has concentrated on the extension of the category/group structure—which now covers more than 70 per cent. of the non-industrial Civil Service—and on the development of personnel management arrangements as the most practicable means of persuing the Fulton Committee's aim of more flexible deployment in the interests of efficiency and staff development.
