§ Mr. JohnApproval for a prisoner to undertake a correspondence course is normally given on behalf of the Governor by the prison education officer who also monitors progress. Applications are referred to Prison Department Headquarters where the nature or cost of the course do not fall within the Governor's delegated powers.
