asked the Secretary of State for the Environment if he will set out the relationship between the Alkali Inspectorate and environmental health officers.

Control of industrial air pollution is shared between the Alkali Inspectorate, which is responsible for works registrable under the Alkali etc. Works Regulations Act 1906 and environmental health officers, who are responsible for other emissions to air.

The relationship between all the authorities responsible for air pollution control was examined by the Royal Commission on Environmental Pollution in its Fifth Report, Cmnd. 6371, published in January this year. The report is under consideration by the Government and consultation with a wide range of interests has started.
