What financial arrangements are in existence to enable British farmers in Kenya, where they so wish, to dispose of their properties and return to the United Kingdom.
§ Baroness LLEWELYN-DAVIES of HASTOEUnder the Kenya Land Transfer Programme the Kenya Government is able to seek reimbursement from British aid funds of the cost of its purchase of certain British owned farms. Under the agreement with Her Majesty's Government an eligible farmer is able to transfer the net sale proceeds from Kenya free of local exchange control regulations. The programme is normally limited to mixed farms. The definition of a mixed farm is, by agreement, not for publication, but broadly it is intended to cover those farms which by location, size and use are well suited for settlement by Kenyan farmers. It excludes British owned ranches and plantations where the development case for transferring ownership is generally weak. The sale proceeds of ineligible farms are subject to the normal exchange control regulations of the Kenya Government.
