Mr. Hannam

asked the Secretary of State for Social Services what was the cost of the study undertaken by Professor Malcolm Brown of the surveys by local authorities under Section 1 of the Chronically Sick and Disabled Persons Act 1970; what were the original terms of reference; on what date the study was commissioned and on what date he received the report; what use he intends to make of the report; and if he will make a statement.

The terms of reference of this study were to record and analyse the experience of carrying out the surveys of the chronically sick and disabled, undertaken by local authorities under Section 1 of the Chronically Sick and Disabled Persons Act 1970, and to make an appraisal of the extent to which the surveys have been found useful in developing policy in social services departments and in setting base lines for the evaluation of subsequent departmental activities. The study was commissioned in July 1973, and the cost was £5,390. The final report was received at the end of last month. As regards the use that I intend to make of the report, I would refer the hon. Member to my replies to him on 29th June and to my hon. Friend, the Member for Stoke on Trent.
