§ Dr. SummerskillThe police authority has estimated that 22 additional civilian staff would be needed for the new headquarters and training centre, and it has proposed that these staff should be regarded as outside the current restrictions on the employment of police civilian staff. It has been told that these restrictions must stand, despite the problems that are bound to follow for the police generally, and it has been asked to continue on the basis that civilian staff must be held within the limits set by the rate support grant settlements by 31st March 1977.
