asked the Secretary of State for the Environment what is the estimated total annual cost to all local authorities in England and Wales of a 1 per cent. increase in the interest rate of Public Works Loan Board; and what were the corresponding figures for 1950, 1960 and 1970.

It is estimated that local authorities in England and Wales will borrow £2,120 million from the Public Works Loan Board in the present financial year. Most local authorities now choose to borrow for 10 years and to repay by equal instalments of principal. A 1 per cent. increase in the interest rate would cost local authorities approximately £21 million in the first year and one-tenth less in each succeeding year.
