asked the Secretary of State for the Environment what sections of the Health and Safety at Work etc. Act 1974 are not yet operative; and if he will make an immediate commencement order to bring Section 61 into operation.

Mr. Armstrong

So far as concerns England and Wales, none of Part III of this Act is yet in operation, with the exception of Sections 66. 74(3), 76(1) (2), and (3) and, in so far as it relates to Sections 66, 76(4). My right hon. Friend hopes to make in the near future the first of the commencement orders necessary to bring Section 61 into effect.
