Mr. Hooley

asked the Secretary of State for Foreign and Commonwealth Affairs if he will now propose in the Security Council that the continued illegal presence of South Africa in Namibia be determined as a threat to the peace under Chapter VII of the United Nations Charter.

Mr. Ennals

No. We do not think such a determination would help in securing a settlement. We are, however, continuing to urge that South Africa should withdraw and permit the people of Namibia to determine their own political future.
