Mr. George Cunningham

asked the Secretary of State for the Environment if he will publish in the Official Report a statement showing the increase in the rate support grant needs element for each London rating authority in 1976–77 as compared with 1975–76 in terms of cash and of poundage equivalent assuming a London rate equalisation scheme surcharge of (a) 2½p and (b) 5p and otherwise making the same assumptions as those in his Department's letter of 27th November to the London Boroughs Association; and what are the respective figures for Greater London, Outer London, Inner London and Inner London other than the City and Westminster.

The amount of needs element payable to each rating authority in London is not affected by the size of the equalisation surcharge on the inner boroughs. It would, however, be affected if the equalisation scheme were to provide for any redistribution of needs element in inner London in proportion to rateable value.

The following table therefore shows estimates of the increase in needs element payable to each authority for 1976–77, over the sum payable for 1975–76, all sums being revalued to estimated 1976–77 out-turn prices, as in the letter of 27th November:
