§ 42. Mr. George Gardinerasked the Secretary of State for Foreign and Commonwealth Affairs when he intends to publish his promised Green Paper on direct elections to the European Parliament.
Mr. James CallaghanWork has begun in the Council machinery on the text of the draft Convention on direct elections which the European Council plans to consider at its next meeting. The Government hope to publish a paper early in February as a basis for consultations and a debate.
