§ Mr. HattersleyNo. A solution to the refugee problem is most likely to be found in the context of a general political settlement. I remain ready to do what I can to help. But I continue to believe that the intercommunal talks provide the best starting point for achievinig a settlement. I welcome reports that these talks are to resume shortly.
