Mr. Mitchell

asked the Secretary of State for Trade what discussions he has had with the General Council of British Shipping concerning action by the Russians in creaming off freight traffic by quoting seemingly loss making rates considerably lower than those which can be quoted by British shipowners; and if he will make a statement.

Mr. Clinton Davis

I discussed this aspect of Soviet shipping operations with the General Council of British Shipping in October last, following the Council's earlier talk with the Prime Minister. We are pursuing the matter with interested parties both in the United Kingdom and in international circles.
