asked the Secretary of State for the Environment whether he will seek powers to forbid drivers of vehicles, found by testing centres to be in a dangerous condition, from driving those vehicles away from the centres.

Vehicles which fail the MOT test are not specifically prohibited from being driven elsewhere for repair, although the legal obligation to comply with the roadworthiness regulations continues to apply. While I have not received any evidence that there is in practice a risk to road safety of a degree to justify the inconvenience and cost to motorists of instituting a system such as my hon. and learned Friend proposes, I am looking at the position and will institute suitable arrangements if they are shown to be needed.
