§ Mr. Martenasked the Secretary of State for Foreign and Commonwealth Affairs if he will insist that the draft convention on direct elections to a European Parliament, at present being prepared by the machinery of the Council of Ministers, will include a clear definition of the powers which it is proposed that Parliament shall have.
§ Mr. HattersleyNo. The convention will deal with the modalities of direct elections and I do not consider that it would be appropriate to propose the introduction of other matters. The powers of the Assembly are set out in existing Community treaties.
