§ Mr. PrenticeUnlike our predecessors in office, we have accepted the UNCTAD 0.7 per cent. target in principle; but we have had to make it clear that the pace at which we can move towards it must be subject to the progress of our own economy. We cannot therefore set a date for its achievement.
