Mr. Aitken

asked the Secretary of State for the Home Department if he will consider placing a ban on the despatching of small animals such as terrapins, lizards, frogs, etc., by post.

Dr. Summerskill

We have considered this proposal, which would require legislation, but we do not think such a ban would be appropriate. The despatch of living animals by post is subject to arrangements prescribed by the Post Office. If there is any evidence that the practice results in unnecessary suffering, then proceedings may be brought under the Protection of Animals Act 1911.
