§ Mr. Roy JenkinsThe document was issued by the Commissioner of Police for the Metropolis, and revision would be a matter for him. I do not myself see any need to amend the document as my hon. Friend proposes. This informal general guidance should obviously be applied sensibly in particular situations, with due regard to road safety as well as to considerations of personal security.
