§ Dr. OwenThe Office of Population, Censuses and Surveys learnt about the existence of the error in mid 1975 and of its magnitude in November 1975, but the OPCS does not use the figures of total arrivals and embarkations, which relate to pasenger movement, in making its migration estimates and I would refer the right hon.
