§ Mr. FreesonThere are no formal conditions apart from the normal requirements applicable to all grant applications under the Housing Act 1974; but my right hon. Friend would expect local authorities to include a statement of their grounds for considering that the applicant could not reasonably meet the cost without grant aid.
