§ Dr. OwenI encourage local authorities to provide a wide range of services to enable mentally handicapped children to live in their own homes. Health authorities can also provide domicilary help and day care, and I am appreciative 179W of the activities of voluntary organisations. Financial assistance in the form of attendance allowance is available to some parents.
