§ Dr. OwenWhile local education authorities have traditionally been responsible for teaching lipreading, some provision is also made through the National Health Service. This is limited in extent, but my hon. Friend is now considering a recommendation by the Advisory Committee on Services for Hearing Impaired People that lipreading should form an essential part of the total rehabilitation of patients with hearing impairment, and that this should be provided by the National Health Service.
