asked the Lord President of the Council when he hopes to complete his consideration of the application to a Scottish Assembly of Section 51 of the Government of Ireland Act 1920, containing an express provision for a reference to the Judicial Committee of the Privy Council on ultra vires matters: and if he will make a statement.

As I promised the House in last month's debate on Command 6348, further study is being given to how the scrutiny of the vires of Scottish Assembly Bills before Assent by the Queen might best be conducted. I cannot yet forecast when a decision will be taken.
