§ Mr. MulleyIn spite of current economic difficulties and the need to give first priority for available resources in the schools to children of compulsory school age, nursery education is being provided for a growing proportion of under-fives. By 1980, places will be available in primary and nursery schools for more than 80 per cent. of the policy target for under-fives set in the White Paper "Education: A Framework for Expansion" (Cmnd. 5174).
