§ Mr. Gerry FowlerGeneral development must await improved economic circumstances. The Government have, however, already effectively implemented proposals made by the Committee by providing grant of £1 million to help meet the resource demands of the adult literacy campaign, by introducing a system of State awards for students at the long-term residential colleges of adult education, and by making available additional financial assistance to the Workers' Educational Association.
