§ Mr. OrmeSeven by-elections have been held to fill vacancies in district councils in Northern Ireland during the last two years. The 14 remaining vacancies were filled by six candidates who were returned unopposed, and by the co-option of eight members.
I am satisfied that the present electoral democratic process is working satisfactorily.
