To whom local authorities are accountable for the use of their powers to repair listed buildings compulsorily.

Local authorities are responsible ultimately to their electors for the use of their powers to repair listed buildings compulsorily. However, representations against the cost of such repairs may be made by the owner of a listed building to my right honourable friend the Secretary of State for the Environment when the council tries to recover this from the owner.
