asked the Secretary of State for the Environment and in view of the annual los of about 5,000 lives due to the failure of car drivers and pasengers to wear seat belts, as specified in his answer to the hon. Member for Leicester, West on 15th January, whether he will now bring forward legislation requiring seat belts to be worn by drivers and passengers in the front of vehicles; and if he will make a statement.

I reintroduced the Road Traffic (Seat Belts) Bill this afternoon. The figure of 5,000 for the loss of life relates to the last five years as a whole: the annual rate is now about 1,150.
