asked the Secretary of State for the Environment what action is being taken by his Department to reduce the number of fatal accidents to children caused by allowing them to occupy the front passenger seat of a motor car; and if he will make a statement.

As a result of comments received on the draft revised Highway Code, it is proposed to add a recommendation that young children be carried in the backs of cars, if possible into properly fitted child safety seats or harnesses which bear the British Standards Institution kitemark. This advice is already widely known and followed, but the Department will continue to seek effective ways of bringing it to parents' attention.
