HC Deb 16 February 1976 vol 905 cc480-1W
Mr. Michael Latham

asked the Secretary of State for the Environment if he will list the structure plans which have so far been approved by him, indicating in each case the date of (a) submission to him, (b) examination in public and (c) his decision; and, where he has required modifications to a plan, if he will indicate what action remains to be taken, or statutory steps to be gone through, before the local planning authority is in a position

Structure Plan Date of Submission Period when Examinations in Public held Date of Approval
Solihull 15th March 1973 12th November to 21st December 1973 5th May 1975
Warwickshire 29th March 1973 12th November to 21st December 1973 30th July 1975
Coventry 5th April 1973 12th November to 21st December 1973 5th May 1975
Worcestershire 23rd May 1973 14th January to 14th February 1974 30th July 1975
Herefordshire 21st March 1974 3rd December to 18th December 1974 26th January 1976

When my right hon. Friend approves a structure plan with modifications the county planning authority can implement the plan without further reference to him. His powers in relation to structure plans, however, include a power to approve with a reservation. The effect of this is to leave a particular policy or general proposal unapproved except to the extent indicated in the notice of approval, but it does not affect the status of the rest of the plan.

The structure plans for the former county borough of Coventry and the former administrative counties of Warwickshire and Worcestershire were approved with reservations and the county planning authorities have been directed to prepare and submit proposals for alteration of their plans which would have the effect of removing the reservations. These new proposals will be subject to the same procedures as the original structure plans.
