asked the Secretary of State for the Environment if, in the light of the concern felt by many residents near Richmond Park about his proposals for altering the present regulations regarding access, opening and closing times and other matters affecting the Park, he will postpone the implementation of these experimental proposals, many of which have tried and have failed in the past; and if he will carry out his pledge to the hon. member for Richmond to consult with him before a decision is taken.

Proposals are still under consideration, but I shall certainly consult the hon. Member before deciding to change the existing arrangements, even experimentally.
