asked the Secretary of State for Foreign and Commonwealth Affairs whether the Government's decision to contribute as a consumer to the tin buffer stock indicates a commitment in principle to dual financing by producers and consumers of buffer stocks in general.

I have been asked to reply.

Her Majesty's Government are of the view that buffer stocks may be an appropriate mechanism in certain individual commodity agreements. Where such mechanism is appropriate its financ- ing can be decided only by detailed Falkland Islands negotiations in each individual case.
