asked the Secretary of State for Employment what discussions he has had concerning the implementation of the section in the North Wales Hydro Electric Power Act 1973 which requires that at least 70 per cent. of those employed in the construction of the scheme should be local people; and if he is satisfied that this requirement is being met.

I have been asked to reply:

The CEGB is required, under Section 48 of the North Wales Hydro Electric Power Act 1973, so far as its powers and duties permit, to use its best endeavours to secure the maximum employment of local people on the construction of the works authorised by the Act. I understand that accordingly it stipulates that contractors working on the site should use their best endeavours to employ at least 70 per cent. local people, a percentage not specified in the Act. I am assured by the CEGB that the contractors are more than honouring this part of the contract.
