asked the Secretary of State for the Environment what steps are being taken to improve facilities at the Firth of Forth ports in the Fife side; and whether he will expedite such improvements in view of the transport problems of the paper and other industries in the area.

Port facilities on both sides of the Firth of Forth are provided by the Forth Ports Authority in agreement with the customers concerned. I understand the Forth Ports Authority is thinking about possible modernisation of its facilities for handling forest products, but that for technical reasons any modern development is likely to be on the south side of the Forth. However, consideration is still at an early stage and no decisions have been taken.
