asked the Chancellor of the Exchequer what consideration is being given by Her Majesty's Government and the EEC Commission and Council of Ministers about raising money for Community purposes other than by VAT.

The only specific proposal currently under consideration by the Council of Ministers for raising money from sources other than those set out in the Own Resources Decision of 21st April 1970 is a draft decision empowering the Commission to float Euratom loans for the purpose of making a Community contribution to the financing of nuclear power stations (R/247/75). In addition, the Commission has recently put forward in general terms a suggestion that part of a Community energy policy might be financed by borrowing.
