asked the Secretary of State for Trade what action he proposes to take either to purchase Westlands Farm, Russ Hill, Surrey, the property of Mr. W. A. Greenfield, which the Joint Committee on the Civil Aviation (Control of Land by Direction) (Gatwick) Order 1975 considered to have been made virtually uninhabitable by the noise caused by jet aircraft using Gatwick Airport or to pay compensation to Mr. Greenfield.

The recommendations of the Joint Committee raised difficult questions involving both the Government's policy and my right hon. Friend's statutory powers to compensate people affected by aircraft noise. I will write to the hon. Member as soon as we have reached a decision.

As might be expected, the airlines and aircraft which use Heathrow most created the greater number of infringments. The rate of infringement was, however, higher than the average over the past few years, and I have already set in hand a study to examine the reasons for this and to consider how the rate might be reduced.
