§ 71. Mr. Michael Marshallasked the Secretary of State for the Environment whether he is satisfied with the powers available to the local authorities in dealing with the problems of litter.
§ Mr. Denis HowellLocal authorities have wide powers to deal with litter, including powers to prosecute people who drop it. Section 24 of the Control of Pollution Act, which will be implemented as soon as financial considerations allow, will place a duty on county councils, in consultation with district councils and interested bodies, to produce a litter abatement plan. In addition, Section 22 of the Act, which we hope to bring into force in April, widens their powers to clean streets and other places to which the public has access.
