asked the Secretary of State for the Environment if he will take steps to ban the building of new council housing estates on the perimeters of major urban conurbations.

Under existing legislation it is for the local authorities concerned to decide, in the first instance, where new council housing development should take place to meet the needs and wishes of the local community. I believe that to be the right approach, but if my hon. Friend has a particular problem in mind, perhaps he would write to me.
