§ Dr. GilbertFollowing that circular, more advice has been issued by the Department from time to time. The announcement I made to the House on 22nd January—[Vol. 903, c. 545–6]—about national routes for lorries referred also to the implications for local lorry plans. I am satisfied that local authorities are well briefed on the matter, and it is they who carry the responsibility for action on the 1973 Act.
