asked the Secretary of State for the Environment what steps he has taken to seek evidence of a level of accident risk which would justify the inclusion of a moisture test in the statutory roadworthiness tests for the braking systems of motor vehicles; and what results those steps have produced.

I have authorised a research project in which the effect of moisture in brake fluid is being studied over a range of operating conditions. This will, I hope, determine the significance of this factor as a potential accident risk. It is too early to come to a firm conclusion.
