Mr. Maurice Macmillan

asked the Secretary of State for Social Services what is the estimated loss in revenue from the abolition of the employee's national in- surance stamp in each of the fiscal years 1975–76, 1976–77 and 1977–78.

Mr. O'Malley

The change from flat-rate and partly graduated contributions to fully earnings-related contributions in April 1975 did not result in a loss of revenue. The change brought with it a slight delay in receiving contributions but it causes no ultimate loss of revenue.
